The stated audience includes senior U.S. federal managers, senior military officials, corporate and nonprofit executives, and international leaders.

It is most useful for GS-14 and GS-15 federal managers and their military (O-5 and O-6), corporate and nonprofit counterparts who can step away for four weeks at Harvard Kennedy School and want a structured framework for leading change and building coalitions. Early-career managers, or executives unable to leave work for a month, would get less from a program pitched at senior-level participants and built around full immersion in the classroom.

Participants in executive education programs at universities usually wear business casual, with a jacket or suit for formal sessions or dinners, and military attendees may wear uniform or business attire as their service customs dictate. Cambridge in late October and November is cool, so layers and a coat are practical.
